Federer will be ranked #1 again after he wins Wimbledon and the U.S. Open. Federer has won Wimbledon 6 times in the past 7 years (including last year, he was a finalist in 2008), and he has won the U.S Open 5 times in the past 6 years (last year he was a finalist).
Nadal, on the other hand, has won Wimbledon once, and has never made a U.S. open final.

Based on Wimbledon seeding formula Federer will be be seeded at no 1 and Nadal will be 2nd. This is because Wimbledon adds points from last year Wimbledon (Nadal has 0) and 75% of points from 2 years ago. The exact formula can be checked at Wimbledon website.
